Strategies for Improving Administrators’ Skills in New Normal Era Under the Secondary Educational Service Area Office

Abstract
This study aimed to 1) investigate the strategy of administrator skill in the new normal era under the Secondary Educational Service Area Office, 2) construct and develop the strategy of administrator skill in the new normal era under the Secondary Educational Service Area Office, 3) assess the strategy and satisfaction of administrator skill development in the new normal era under the Secondary Educational Service Area Office. The sample consisted of 342 school administrators of the Secondary Educational Service Area Office in the academic year 2020, derived from multi-stage sampling. Furthermore, the sample included 99 strategy and satisfaction assessors, who were willing and voluntary to join the research group, and the five respondents in the interview. The research instruments were questionnaires, test forms, interview forms, behavioral observation forms, and satisfaction assessments forms. To analyze the data, the researcher conducted the statistics consisting of frequency, percentage, mean, standard deviation, t-test by dependent samples, and the content analysis for the qualitative study. The result revealed that 1) the overall practicality of the strategy of administrator skill in the new normal era under the Secondary Educational Service Area Office showed a high level in all aspects. 2) The result of strategy construction and skill development of administrator in the Secondary Educational Service Area Office indicated the five strategies, namely technical skills, human skills, conceptual skills, educational and instructional skills, and cognitive skills. 3) The strategy assessment results showed the suitability, possibility, and usefulness at the highest level. The overall satisfaction with the skill development strategy of administrator in the new normal era under the Secondary Educational Service Area Office was at the highest level.
