Strategies of School Administrative Reinforcement to Excellence by School-Based Management to Development the Local School of Department of Local Administration, Sukhothai Province

Abstract
The research article consisted of the following objectives: 1) to explore the statue, problems, and factors affecting the strategies for enhancing school management towards excellence by school-based management in the local development of schools under local government organization in Sukhothai Province; 2) to propose the draft strategies for enhancing school management towards excellence by school-based management in the local development of schools under local government organization in Sukhothai Province; and 3) to examine the strategies for enhancing school management towards excellence by school-based management in the local development of schools under local government organization in Sukhothai Province. The research and development method was used in the study by studying documents and related research works. The data were collected through an in-depth interview with key informants from two groups totaling 18 people, a questionnaire with key informants from two groups totaling 48 people, a group discussion with 9 experts, and connoisseurship with 19 people. Thirty key informants evaluated the strategies in three areas: propriety, feasibility, and utilization.
From the study, the following results are found:
1) From exploring the statue, problems, and factors affecting the strategies, the results found that the management of formal, non-formal, and informal education are involved with the way of life and personal development to the fullest extent possible.
2) Experts examined the draft strategies for propriety and feasibility and discovered 4 strategic issues comprising 15 strategies and 29 projects.
3) The strategies for enhancing school management towards excellence by school-based management in the local development of schools under local government organization in Sukhothai Province are found to be of propriety which consist of 4 strategic issues: (1) development and enhancement for better learning achievement; (2) improvement and development of school personnel quality; (3) funding and educational resources for educational improvement; and (4) improvement of the school management system.
