The Functional Competencies of School Administrators in Basic Education Following the National Education Plan in B.E. 2560-2579

Abstract
The research article consisted of the following objectives: 1) to examine the components of functional competencies of administrators in basic education institutions based on the National Education Plan (B.E. 2560 – 2579); and 2) to assess the functional competencies of administrators in basic education institutions using the National Education Plan (B.E. 2560–2579) in order to identify their strengths and weaknesses. The study employed a descriptive research method. The sample group included 360 directors of basic education institutions, secondary school level, under the basic education commission. The research instrument was a questionnaire. The obtained data were analyzed by frequency, percentage, mean, standard deviation (S.D.), distribution coefficient, skewness, kurtosis, kolmogorov, and confirmatory factor analysis.
From the study, the findings are revealed as follows: 1) There are 9 components of functional competencies of administrators in basic education institutions based on the National Education Plan (B.E. 2560 – 2579) which are: (1) Strategic management; (2) Public relations and community relations; (3) Academic administration; (4) Personnel management; (5) Student affairs administration; (6) Quality assurance; (7) Research, innovation, and educational technology; (8) Morality of school administrators; and (9) Change leader. Theoretical and empirical data show that the functional competencies of administrators in basic education institutions have construct validity, and 2) The strengths of functional competencies of administrators in basic education institutions include morality of school administrators. Among the functional competencies, the aspect that should be developed is public relations and community relations.
