Drought Management by the Government Network in Muang District, Phayao Province

Abstract
The research article consisted of the following objectives: 1) to assess the potential of government network in managing drought in Mueang district, Phayao Province; 2) to survey the people’s opinions towards the drought relief measures implemented by government sector; and 3) to propose appropriate drought management guidelines through a network model. The study applied a mixed-method research with a sample group of 384 persons who were chosen by Cochran formula as well as 80 government officers. The research tools were questionnaires and interview forms for government officers. The obtained data were analyzed by descriptive statistics and content analysis.
From the study, the following results are found: 1) The network potential for drought management is at a moderate level in all aspects, with the mission and stakeholders having the highest level of mean (= 1.78), followed by process within the organization (
= 1.74), learning and growth (
= 1.68), and budget (
= 1.65), respectively. The government network exhibits traits of network collaboration and consultation; 2) The people’s opinions towards the drought relief measures by government sector found overall to be congruent with the demands at a low level (
= 2.44). The drought relief measures with the highest level of mean is public relation, which keeps the people in the community informed about drought situation, while the lowest level of mean is compensation for damage; and 3) The appropriate drought management guidelines through a network model include the development of plans integrated with every sector, an understanding of problems for continuous solutions, personnel development, public relations to raise awareness in the public sector, and the establishment of guidelines for systematic water management.
