The results of the research are as follows: 1. The desirable conditions of professional teachers at the elementary level in Buriram province overall are found to be at a high level (gif.latex?\bar{x} = 4.28, S.D. = 0.74). When considering each aspect, it is found that the aspect on analysis, synthesis, and research is at the highest level (gif.latex?\bar{x}= 4.47, S.D. = 0.69), followed by the aspect on the creation of learning media and arrangement of learning activities (gif.latex?\bar{x}= 4.43, S.D. = 0.60). While the aspect on the relationship building and cooperation with community for learning management is at the lowest level (gif.latex?\bar{x} = 4.06, S.D. = 1.04). 2. A model for professional teacher development at the elementary level consists of the integration between the building of a mentoring system and clinical supervision in order to earn the highest achievement. 3. From assessing the propriety, feasibility, and utility of a model for professional teacher development at the elementary level, it is found that the propriety of a model is at a high level (gif.latex?\bar{x} = 4.47, S.D. = 0.72). The feasibility of a model is at a high level (gif.latex?\bar{x} = 4.28, S.D. = 0.48). Lastly, the utility of a model is at a high level (gif.latex?\bar{x} = 4.42, S.D. = 0.65).
