Collaboration between Public Sector, Private Sector, and Civil Society in Creative and Sustainable Tourism Development of Community: A Case Study of Nakhon Ratchasima Province, Nakhon Chai Burin Provincial Group

Abstract
The research article consisted of the following objectives: 1) to investigate the characteristics of forms and activities of cooperation in participatory public administration between the public, private, and civil sectors in developing creative and sustainable tourism of the communities in Nakhon Ratchasima Province, which is one of Nakhon Chai Burin Provincial Group; and 2) to explore the guidelines for developing creative and sustainable tourism of the communities in Nakhon Ratchasima Province, which is one of Nakhon Chai Burin Provincial Group. The study employed a qualitative research method, with data collected through structured interviews. Key informants from the public, private, and civil sectors comprised a sample group of three groups. The obtained data were used to conduct a confirmatory factor analysis, which was followed by an evaluation.
From the study, the following results are found: 1) Nakhon Ratchasima Province, along with the public and private sectors, attended the meeting to discuss, brainstorm, and lay out the guidelines for developing and promoting tourism for a concrete result, so that the work among the network of tourism entrepreneurs and community would become more flexible; and 2) The public sector provided knowledge on tourism resource management as well as opportunities for local communities to participate in expressing their opinions in order to develop local tourism in a sustainable manner according to UNTWO (1998), in terms of resource conservation, planning and management, environmental quality, tourist satisfaction, and benefit distribution. As a result, the public, private, and civil sectors collaborated to develop creative and sustainable tourism of communities in Nakhon Ratchasima Province, with teamwork in all dimensions. The collaboration was formed with the goal of increasing work efficiency and achieving goals. The collaboration of all parties involved would lead to the development of creative and sustainable tourism in Nakhon Ratchasima Province and Nakhon Chai Burin Provincial Group.
