Simulation-Based Learning to Enhance Citizenship in Higher Education

Abstract

Simulation-Based Learning is a teaching technique enhancing citizenship education. Learners have an opportunity to explore real issues in the society, which leads to the understanding of roles and responsibilities of each individual, and various roles related to political process. Apart from knowledge acquired from a course curriculum, simulation-based learners’ mindsets are gradually shaped and their citizenship skill in Democracy are developed as a consequence of their own direct experiences and participation. The purpose of this article is to propose process of Simulation-Based Learning activities in order to enhance the learning process of Civic Education Course which is part of the General Education Program in Higher Education. The approach in Simulation-Based Learning in Civic Education Course in Higher Education emphasizes on processes which make learners able to realize ‘citizenship’, which is not only learning from lectures or remembering all theories instructors mentioned, but the learners themselves, as the citizen, have a chance to experience real situations of participation, expressing opinions to emerging problems, integrating and creating policy proposal recommendations to solve the current issue, and participation in the local Democracy process. Moreover, apart from acquiring various knowledge regarding citizenship and democracy, Simulation-Based Learning process encourages the learners to possess the attitude towards aspects of different roles and responsibilities of people in the society, and also sharpen social skills derived from the learning activities. Therefore, by integrating Simulation-Based Learning activities to Civic Education Course which is part of the General Education Program in Higher Education would be one of the efficient tools that make the learners understand and engage to citizenship through real situation and experiences from real practice.
