The Solution Model for Thai Border Trade and National Security in Special Economic Zone, Sa Kaeo Province

Abstract

The research article consisted of the following objectives: 1) to investigate the context of Thai border trade and Thai-Cambodian border trade in Sa Kaeo Special Economic Zone; 2) to explore the guidelines for solving Thai border trade and national security problems in Sa Kaeo Special Economic Zone; and 3) to find a model for solving Thai border trade and national security problems in Sa Kaeo Special Economic Zone. The study applied a qualitative research method by using documents, semi-structured in-depth interviews with 20 key informants, and focus group discussion with 20 persons. The data were examined by using Triangulation method in terms of people, time, and place.


From the study, it is found as follows: 1) From investigating the context of Thai border trade and Thai-Cambodian border trade in Sa Kaeo Special Economic Zone, it is discovered that special economic zones have been established to promote Thai product competition, which is a way to motivate investors, resulting in increased employment and income distribution; 2) From exploring the guidelines for solving Thai border trade and national security problems in Sa Kaeo Special Economic Zone, the problems found were that officers are insufficient to provide service, a lack of standard working procedures, as well as the infrastructure development; 3) A model for solving Thai border trade and national security problems in Sa Kaeo Special Economic Zone is called “CBS” comprising, (1) “C” stands for Complement which is important for the development of Special Economic Zones that must be according to the national strategic plan and the integration between government agencies, (2) “B” stands for Business climate which can attract investment from within the country, region, and internationally, and (3) “S” stands for sector strategies that aim at developing regional industries to improve workforce skills through the integration of both countries' private and public sectors. The CBS model helps in resolving Thai border trade and national security problems in the Sa Kaeo Special Economic Zone by reducing obstacles, promoting trade cooperation, and increasing business opportunities through a business climate that can attract investment.
