Policy Recommendation of Arable Land Solutions in Forest Conservation Area at Lower South 7 Provinces Sustainably

Abstract
The purposes of this study are 1) to study the conditions and features of arable land solutions in Forest Conservation Area at Lower South 7 Provinces, 2) to analyze the guidelines and methods of arable land solutions in Forest Conservation Area at Lower South 7 Provinces, and 3) to construct the policy recommendations of arable land solutions in Forest Conservation Area at Lower South 7 Provinces Sustainable. Qualitative methods were conducted by reviewing related literatures, in-depth interview with 388 people, and informal interviews with people who suffer arable land solutions. In addition, 42 participatory meetings and the involvement in various local activities within 11 months were conducted to collect data. The results of the study revealed that 1) the conditions and features of arable land solutions were inconsistent with guidelines and requirements between the government which emphasizes legal rights verification and policy-based land management and local people and community organizations which demand fairness and the land rights document. 2) for guidelines and methods of arable land solutions, the government uses mechanisms to verify document rights, legal possession and manage land policies while local people and community organizations take bundles to demanded fairness in arable land rights and the land rights document, and 3) policy recommendations of arable land solutions in Forest conservation Area at Lower South 7 Provinces sustainably must be created with truly engaging problem-solving mechanisms.
