A Scenario of Vocational Education in the Digital Era of Educational Institutions Under the Office of Vocational Education Commission

Abstract
This research article aimed 1) to study current conditions and problems of vocational education 2) to study a scenario of vocational education in the digital era 3) to present a scenario of vocational education in the digital era by using Ethnographic Delphi Future Research (EDFR) and mixed methods. The sampling group was 201 directors and deputy directors. The research consisted of three phases; phase one was studying current conditions and problems of vocational education in the digital era, phase two was studying a scenario of vocational education in the digital era and phase three was presenting the scenario of vocational education in the digital era. The research tools were 1) five levels of rating scale questionnaires and 2) semi-structured interviewing forms. The statistics used in quantitative data analysis were mean and standard deviation, for qualitative data were content analysis, median, mode and inter-quartile range. The research findings showed as follows: The current conditions and problems in vocational education showed that the current operating conditions were at a high level with the average x ̅=4.09 and S.D.=0.83 and the problem conditions were at a medium level with the average x ̅=3.03 and S.D.=1.13 A scenario of vocational education in the digital era are these 8 aspects: the appropriate concepts and theories, the principles of vocational education, the teaching, the cooperation network, the management, the curriculum development, the human resource development and the characteristics of graduates. Presenting a scenario of vocational education in the digital era of educational institutions under the Office of the Vocational Education Commission, the experts had consistent opinions on all 8 aspects. For example; from teacher become facilitator, establishing a local coalition, having a large database management system, specifying standards for vocational teachers, graduates know foreign languages.
