The Enhancement of Local Community’s Networks in Yom River Basin’s Management in Phrae Province

Abstract

The purposes of this research were 1) To Study the implementation of local community networks in watershed management for 16 branches of Yom river in Phrae province and 2) To Study the process of promoting management for 16 branches of Yom River in Phrae Province. The mixed methods research was designed by interview 32 collected key informants and analyze by using content analysis techniques. The quantitative method, the simple group about 204 persons were collected by simple random sampling which calculated by Taro Yamane’s criteria. Statistics used in data analysis were Mean and standard deviation.


Result indicated that 1)the overview of implementation of local community networks in watershed management for 16 branches of Yom river in Phrae province was at the highest level. When considered in each aspect, it was found that the implementation aspect was at highest level, the planning aspect was the second level, and the evaluation aspect were at least level. 2) The process of promoting the management of weirs in each size (The big, medium and small size) were found that 1.The state agency has a process of planning the construction of the dam to slow down the water., 2. The systematic allocation of water in downstream areas, 3. Water management knowledge is provided., and 4. Establish a water user group to create an agreement on the use of water in irrigated areas for solving the water crisis such as the cultivation out of season and taking care of the dam. But, it still has problem such as the lack of knowledge on water management in each dam, lack of follow-up development and the main supervisory agency has not given the importance of the problem as it should be. However, there are other departments the Provincial Electricity Authority or the army in the area came to help by encouraging the strong communities to set up the water management committee to continuously supervise them. While the communities that do not have a committee to oversee; the dam area often get damaged.
