Abstract

Abstract


This research article aims to find practical and effective ways to encourage cooperation in regulating competition among relevant authorities in Thailand. This research project is a qualitative research composing of documentary research, focus group and hearing.


Technology advancement, new business models, particularly online businesses, gradually affect competition regulation. Some new businesses are uncertain whether to be regulated by which regulators because of their complex integrated services. Regulators face constraints in getting information under the control of other regulators. Lacking necessary and adequate information often lead inability to enforce the laws. Regulating competition among the rapid change of business environment is a challenge for regulators. Without cooperation with other relevant regulators, only one regulator may not effectively regulate and enforce the law. The study found that there are differences between cooperation issues among Thai regulators and those of foreign regulators. The cooperation between foreign regulators is workforce integration with the more systematic rules, procedures, working process, clearer timeframe and more practical implementation of working plan comparing to cooperation between Thai regulators. This study proposes the recommendations on how to enhance cooperation between competition regulators that are appropriate to the context of Thai society, which is the use of combination between informal and formal cooperation.
