The Model of Teacher Professional Leaning Community Development for Schools under the Secondary Educational Service Area Office 29

Abstract
The research article consisted of the following objectives: 1) to study the condition of creating the learning community in the teaching profession; 2) to create a model; 3) to trial a model; and 4) to present a model. A model of creating the learning community for schools under the secondary educational service area office 29 employed mix-method research. The 1st phase was to study the current condition to find the components of creating the learning community. The 2nd phase was to create a model and assess the draft model by 11 experts. The 3rd phase was to trial a model. The 4th phase was to assess a model. A sample consisted of teachers from schools under the secondary educational service area office 29. The research instruments were interview and assessment form. The statistics used for analyzing the quantitative data were percentage, average, and standard deviation (S.D.). The qualitative data were analyzed by the content analysis. From the study, it was found as follows: 1) The study of condition of creating the learning community of the teaching profession found to be at a medium level. 2) A model of creating the learning community in the teaching profession consisted of three parts: (1) Introduction comprising of three aspects which were the principles of a model, the objectives of a model, and the goal of a model; (2) Content comprising of two aspects which were components of a model and the mechanism and system of a model; (3) Application comprising of three aspects which were a method of operation of a model, assessment guideline of a model, and conditions for success. 3) The trial results of a model found that the creation of the learning community in the teaching profession became higher at the highest level. 4) The results of the presentation and model assessment by experts found overall to be appropriate at the highest level.
