Development of a Model on Administration Enhancing the 21st Century Life Skills of Primary Education Students of Schools under the Bangkok Metropolitan Administration

Abstract

The objectives of this descriptive research were to develop a model of administration enhancing the 21st century life skills of primary education students of schools under the Bangkok Metropolitan Administration. A sample of 410 was simple randomly selected from directors, deputy directors in charge of academic affairs, or teachers responsible for academic affairs from 428 schools under the Bangkok Metropolitan Administration. The tools were a document analyses form, an interview schedule, a questionnaire, and a focus group discussion. The data were analyzed using percentage, mean, standard deviation, priority need index and content analysis.


The Results showed three parts of the developed model: The first part, the introduction, consisting of 1) principles, three of which were learner quality development principle, integrated management principle, and participatory administration principle;
2) objectives to be used as guidelines for implementation of the model relevant to individual schools, and 3) success scenarios that reflected the 21st century life skills needed by the students, three of which were: reflective and creative thinking, decision making and problem solving, and empathy. The second part was administration enhancing the 21st century life skills of primary education students of the schools under the Bangkok Metropolitan Administration. The third part was criteria for successful implementation of the model which were 1) roles of policy administration group, 2) roles of operation group, and 3) roles of network group.
