The Instructional Leadership Development Model of Teachers in the Digital Era of Small Secondary School Under the Office of the Basic Education Commission

Abstract
The research article aimed at 1) studying the current state, problem, and the need for the instructional leadership development of teachers in the digital era. A sample was selected through purposive sampling from studying the prototype schools by interviewing the directors, vice-directors, and teachers in a total of nine persons from 3 schools. The quantitative research for studying the current state, problem, and the need for the instructional leadership development of teachers determined a sample by means of the Krejcie and Morgan Table, in a total of 236 persons; (2) building a model by assessing the appropriateness and feasibility, in a total of 14 persons; (3) experimenting a model with 1 school was selected through purposive; and 4) model evaluation through the results of the target group which was a group of 17 experts. The research instruments were interview form, questionnaire, test form, and evaluation form. The statistics used were percentage, mean, standard deviation (S.D.) and content analysis. The research results were found as follows: 1) The current state in the instructional leadership development of teachers in the digital era found that there was a building of the network and information technology for organizing the student development activities but still lacking supervision in the teaching and various evaluations to keep up with the digital era. 2) A model for the instructional leadership development of teachings in the digital era found to consist of 7 components as follows: Academic administration; Student development activities; Self-development; Relationship with colleagues; Development of learning management in the digital era; Supervision in the teaching and evaluation; and building of network and communication technology. 3) The experimental results found a model to be appropriate for using in the instructional leadership development of teachings in the digital era. The trial group was satisfied in a model and the manual. 4) The evaluation results for appropriateness, feasibility, and utilization of a model found to be implementable by using the operation manual of a model.
