The approaches for potential development of local government to provide public services in electronic (e-Public service) to people in Nakhon Sawan Province

Abstract
The research article consisted of the following objectives: 1) to study the current problems in providing electronic public services of local government organizations to people in Nakhon Sawan Province; and 2) to present the guidelines for potential development of local government organizations in providing electronic public services to people in Nakhon Sawan Province. The study applied a qualitative research method by way of in-depth interviews with key informants consisting of 150 people and officers of local government organizations as well as a meeting of 8 experts. From the study, the following results are found: 1) The problems in providing electronic public services of local government organizations to people in Nakhon Sawan Province consist of 4 aspects: (1) problems with facilities; (2) problems with the body of knowledge; (3) problems with recognizing the benefits of using; and (4) problems with confidence and safety. 2) The guidelines for potential development of local government organizations in providing electronic public services are as follows: (1) developing a one-stop service that is easily accessible; (2) creating specific applications; (3) providing trainings to give knowledge on electronic public services; (4) preparing a manual for using the system in an online platform; (5) requiring all kinds of public services to use electronic systems; (6) developing the systems continuously; (7) determining the matching target group and measurement tools; (8) making an agreement between departments to use mutual information; (9) providing opportunities for local people to participate in; (10) creating an individual service system; (11) allowing the public to be a part of a committee for examining; and (12) organizing activities to promote confidence and adjust the attitude in accepting digital technology.
