A Model for the Quality Development of Merged School Administration Under the Primary Education Service Area Office

Abstract
The research article aimed at 1) studying the opinions, needs, and guidelines for developing the quality of merged school administration under the Primary Education Service Area Office; 2) creating a model for developing the quality of merged school administration; and 3) assessing a model for developing the quality of merged school administration. The study was divided into 3 phases: 1) the 1st phase was to study the opinions, needs, and guidelines for developing the quality of merged school administration. A sample group included directors and teachers of merged schools, in a total of 552 persons; 2) the 2nd phase was to draft and examine a model; and 3) the 3rd phase was to apply a model with the school administrators, in a total of 128 persons. The results of the study found that a model for developing the quality of merged school administration under the Primary Education Service Area Office consists of 4 components and 1 successful factor as follows: the 1st component refers to the principles of merged school administration; the 2nd component refers to the factors of merged school administration; the 3rd component refers to the process of merged school administration; the 4th component refers to the outcome of merged school administration; and the successful factors are 1) the policies for small school administration must be of continuity and lead to real practice; 2) the decentralization of administrative powers for flexibility in the administration of all 4 departments which are budget management, personnel management, general administration, and academic administration; 3) acceptance and participation of stakeholders consisting of communities, parents, and students; and 4) participation and decentralization of powers from involved people in school administration. From assessing a model, it is found that the feasibility of a model overall is at a high level. While the utility of a model overall is at the highest level.
