A Model of Water Resource Management in the Lower Mekong Basin, the Lao People’s Democratic Republic

Abstract
The article aimed to 1) investigated the state of water resource management in households and establishments. The sample consisted of 241 people and entrepreneurs in Pakse randomized by simple sampling. 2) developed the model. The target group, selected by purposive sampling, combined with 64 the village committee of Phon Kung and Ban Lak Mueang and personnel in the government office in Pakse and 3) evaluated the model. The target group, selected by purposive sampling, included 19 experts in water resource management. The research instruments were questionnaires, focus groups and model evaluation. Collected data were analyzed by using mean, standard deviation, and content analysis. The research findings were as follows; 1) The state of water resource management in households and establishments was found to be at a moderate level. 2) The development model consisted of: 2.1) 4M management consisted of man, money, material and method/management; 2.2) 3R waste management system consisted of reduce, reuse and recycle ; 2.3) government management; 2.4) rules adjustment rules and fees; 2.5) joint venture in water management between public and private sectors ; 2.6) review of laws, rules and regulations in accordance with geopolitical. 3) The model assessed by experts resulted in a higher level.
