Development of Appropriate System and Mechanism of Public Policy Formulation of Local Administrative Organization in Upper Northern Thailand

Abstract

The purpose of this research 1.To study the appropriate systems and mechanisms of the public policy formulation of the local administrative organization in the upper northern Thailand. 2. To study the appropriate components and indicators of the public policy formulation of the local administrative organization in the upper northern Thailand. 3. To study factors related to the appropriateness of the public policy formulation of the local administrative organization in the upper northern Thailand. By using the Mixes Method, including interviews Using future research methods by Delphi technique, survey research, and samples of 120 local administrative organization. The researcher found that system and mechanism for auditing public policy formulation, consisting of 1. Legal Mechanism 2. Regulations and conditions of the supervisor 3. Mechanism of the public sector 4. Mechanisms from external organizations There are 8 appropriate components and 48 appropriate indicators. For the general characteristics of the factors related to the appropriateness of the public policy formulation, The research found that The objective and goal factors have the highest relationship. With a correlation coefficient of .865. And for the multiple regression analysis, the independent variables objective factors and policy goals Internal agency factors and policy resource factors There is a positive influence in predicting or predicting the appropriateness of public policy. Having multiple correlation coefficient to .901 with predictive power of 81.20% which has statistic significance at the level of 0.05
