Community Rights in Managing and Utilization Natural Resources and Forests: A case study of Ban Dong yang Community Forest, Ko- E Subdistrict, Khueang Nai District, Ubon Ratchathani.

Abstract
This research aims to 1) synthesis fundamental rules and concepts about community rights in the management and utilization of natural resources and forestry. 2) Analyze community rights problems in management and utilization of natural resources and forestry: a case study of Ban Dong Yang Forest Communities, Ko-e, Khueang Nai District, Ubon Ratchathani Province. 3) Provide the optimal solution for solving community rights problems in management and utilization of natural resources and forestry: a case study of Ban Dong Yang Forest Communities, Ko-e, Khueang Nai District, Ubon Ratchathani Province. This research is a qualitative research that deployed 12 people in-depth interviews and focusing on 10 people group discussion by specific selection. Furthermore, data analysis is analyzed in contents and then written descriptions.
The research results present (1) a fundamental rule of community rights in the management and utilization of natural resources and forestry is the ideal rule of a community having a particular characteristic in common to conserve, reconstruct, maintain, usage environment, social and economic. (2) The management problems relating to working process of committees, collaborative community, support from outside organizations, planning of forest development, understanding, utilizations which are benefits of nonlocal people, sub-optimal of resource usages, smuggling of valuable trees, lacking limit time for usage, and trespass. (3) The optimal solutions for solving community rights in the management and utilization of natural resources and forestry consist of three main points (1) internal factors on collaboration and strength, (2) external factors on support and promotion (3) conditional factors on the way to success.
