Rock Salt Development Model of Ban Dung District to Be A Concrete Model of Good Management Through the Civil State Process

Abstract
The objective of this research were to study guidelines for development and improvement of rock salt of Ban Dung District, Udon Thani Province, to local unique products and creating sustainable income for the community under the model of Thailand economic development 4.0 and design of rock salt development plans of Ban Dung District to be a concrete model of good management through the civil state process. The sample population in this research is 90 people from a group of farmers from Rocks Salt Saline, community leaders, local, regional level, public sector representatives, government representatives, and private sector representatives. Data was collected using semi-structured interviews with key informants and group discussions. The results of the study are as follows. 1) Ways to develop and upgrade the rock salt of Ban Dung District to a unique local product and create sustainable income for the community under the model of Thailand 4.0 economic development, which is to change ideas, create values for community leaders and people in the community in Ban Dung District, develop salt production areas in Ban Dung District as a tourist destination, develop and expand salt rock products in Ban Dung District, focus on agriculture for salt rock farming to be sustainable and environmentally friendly, and the management of the government and partners in the 5 civil state cooperation network 2) Rock salt home model is a rock salt development plan in Ban Dung district to be a good model for concrete management through the civil state process. The elements are capital resources, social capital, cultural capital and the coordination of 5 civil states as the foundation. Local communities think together, plan, build, participate, receive results and develop into a strong community. They will have a good immune system and ready to be affected and various changes.
