Effectiveness of the Quality System Management in the Testing Laboratories Organizations

Abstract
The objectives of this research were to l) study the levels of the effectiveness of the organization after using the Quality Standard System and the levels of organization management, resource management, working process, and administration; 2) analyze factors organizational structure, resource management, process management and management affecting the effectiveness of the organizations after using the Quality Standard System in their testing laboratories, and 3) study guidelines for enhancing the effectiveness in the management of the Quality Standard System in the laboratories testing of the organizations. This research employed a mixed research methodology by using a quantitative method as a main approach. The population were personnel involving with the administration of the organization and employees of the organizations that had been certified to Quality Standard System. The sample consisted of 300 people selected from the population. The sample size was determined based on the criterion of 20 times of the 15 manifest variables by systematic sampling method. Analysis date by Structural Equation Modeling (SEM). The qualitative research method was used as a supplement. In this part, in-depth interviews were conducted with 8 key informants who were academics in the organizations associated with the quality standards verification and high-level executives of the organizations that had been certified to the Quality Standard System.
The research results showed that 1) the level of the effectiveness of the organization after using the Quality Standard System were moderate. 2) The important factors included organizational structure, resource management, process management and management respectively. Moreover, it was also found that the effectiveness in the management of the Quality Standard System in the testing laboratories of the organizations depended on organizational structure, resource management, process management and management 3) The guideline to enhance the effectiveness in the management of Quality Standard System in the testing laboratories of the organizations was that personnel should be the priority to be considered because personnel represented an important factor in the enhancement of the efficiency in the management of Quality Standard System in the laboratories. These research findings can be used in the planning of the management system of Quality Standard System in the testing laboratories. Improve the standards to the international level. Build a mechanism for the country's economy grow. Reduce trade deficit of test quality of product value by sent to another countries.
