A model of Personal Competency Development: Sub-division 6, Highway Police Division

Abstract

The article aimed to 1) investigated the state of competency of personnel of the sub-division 6. 2) developed the model and 3) evaluated the model. The sample, randomized by simple sampling, consisted of 162highway police in sub-division 6, 12 experts to consider a draft of the model and 17 professionals to evaluate the model. The research instruments were questionnaires, focus groups and model evaluation. Collected data were analyzed by using mean, standard deviation, and content analysis. The research findings were as follows: 1) The state of competency of personnel of the sub-division 6 was found to be at a moderate level (=3.07). 2) The development model consisted of 2.1) operation developed by development of safety offerings to the King, crime prevention and suppression, traffic facilitation and safety, highway supervision, public assistance, achievement motivation, and mission performance; 2.2) learning developed by development of learning systems, learning styles, skills and learning discipline, learning ability, knowledge system, application of technology and professional learning; 2.3) service developed by development of service, service process, service reliability, service system, public facilitation, personnel development, service providers, public relations and community involvement; 2.4) ethics developed by development of morality to oneself, agencies, people and society, professional ethics, compliance with good governance, disciplinary behavior and the use of unity. 3) The model assessed by experts resulted in a higher level of suitability (=4.47) and a higher level of possibility (=4.05).
