Process Management of Community Welfare Fund Ministry for Security of Community

Abstract
This research article has 3 objectives: (1) To study the general state and the concept in managing community welfare fund of Phai Sub-district in Surin province; (2) To study the process of community welfare fund management in Phai Sub-district, Surin province; and (3) To study the factors effecting success and obstacles in managing community welfare fund of Phai Sub-district in Surin province. The research methodology was qualitative research through, (1) Collecting from document to study concept of community welfare fund management from academic document, books, related research reports, (2) Collecting data from field study by in-dept interview to study factors effecting success and obstacles of community welfare fund, and (3) To present guideline for managing community welfare fund. The Findings of Research as follows: (1) The community welfare fund supports the members to save, provides the welfare to members for long term, creates morality and harmony and does not focus on maximum profit of assets but help each other (2) The community welfare fund provides five aspects: planning, organization managing, commanding, controlling and personnel managing. (3) The factors effecting of community welfare fund consist of seven factors: administration, public relation, knowledge share, relationship, honest saving accept, service mind, and cooperation. The five obstacles are 1) To copy the successful community welfare fund, 2) Many members, 3) Over welfare giving, 4) inefficiently welfare allocation to members, and 5) do not understand the concept. And the impacts are 1) Internal impact: work and wage of committee, including, materials and equipment, and 2) External impact: technology, saving behavior and easily reach financial institutions.
