The Development of a Model the Ethical Behavior Encouragement of Junior High School students towards Schools in the secondary Educational Service Area 29 according to the policy of Ministry of Education on Morality School Project.

Abstract
The purpose of this study were to 1) to study the promotion of moral behavior of secondary school students under the Secondary Educational Service Area office 29 according to the Policy of Ministry Moral School Project, Ministry of education. 2) to develop a model to promote ethical behavior and integrity of students under the Secondary Educational Service Area office 29 according to the policy of Ministry Moral School Project, Ministry of education. 3) to evaluate the development of a model to promote ethical behavior and integrity of students under the Secondary Educational Service Area office 29 according to the policy of Ministry Moral School Project, Ministry of education .The samples of this study were 1) 380 secondary school students under the Secondary Educational Service Area office 29. The number of the experts for the group discussion was 15. The number of the experts for the model evaluation was 5. The instruments used for data collection were questionnaires, interviews, focus group notes, assessment of suitability and probability of the model. The statistics used to analyze quantitative data included percentage, average, standard deviation and qualitative content analysis.
The research found that
- Conditions to promote ethical, moral aspects of secondary school students under the Secondary Educational Service Area office 29 according to the policy of Ministry Moral School Project, Ministry of education. (1) The general information of the samples shown that all samples were 380 including 178 male (46.82 %) 205 female (39.47 %). Most were 14 years old (39.74%). Is studying the highest grade 2. (39.47 %) Most lived with the father, mother were (39.74%). The occupation of their parents were farmer.(37.63%) (2) The current condition of promoting ethical morality found that the samples perceived moral of sufficiency, gratitude, and honesty, overall at a high level (Mean=3.65,S.D.=0.80). The display of moral behavior, the sufficiency, gratitude, honesty, all aspects were at a high level.(Mean=3.90,S.D.=0.77). The condition of policy recognition of moral school aspects was in a very high level .(Mean=3.86,S.D.=0.81) 2) The development of a model to promote ethical behavior and integrity of students under the Secondary Educational Service Area office 29 according to the policy of Ministry Moral School Project, Ministry of education included (1) Principle and Policy. (1.1) to meet in promoting good will in school, to keep the schools make good people for the city and the country (1.2) teachers realize in the roles and responsibilities of professional teachers in the promotion of moral behaviors and being a moral model for students 1.3) to promote holistic ethical behavior and integrity to reduce unwanted behaviors (1.4) use moral project as the base in organizing the learning activities (1.5) aims to build good people to society as well as the development of school morality as master and learning center of school moral. (2) Purposes, promote and develop the ethical morality of the secondary school students under the Secondary Educational Service Area office 29 according to the policy of OBEC Moral School Project, Ministry of education (3) The application of the model: phase 1 orientation and educational activities in the sources of learning: phase 2 management to learn using the project base integrated with skills required in the 21 century phase 3 summary and evaluation. (4) Methodology (4.1) appoint committee to promote (4.2) encourage students to attend the training and develop core (4.3) support to all ages with the skills, knowledge, ability and quality of life properly to make full potential in each of the age.(5) Success conditions: (5.1), knowledge aspect (Moral reasoning) (5.2) emotional feelings aspect (Moral attitude and belief) satisfaction, faith, admire, popularity, willing to accept the ethical behavior (5.3) behavior expression (Moral conduct) 3) Following the development of the process in question, YOUTH 21st Model which mean that the people of the youth in the 21 century 3) The assessment of the appropriate model was at a high level (Mean=4.57,S.D.=0.62) and the probability of the model was at a high level.(Mean=3.99,S.D.=0.64)
