Process of Building Role Model of Community-Based Paralegals for Building Peaceful Sub-District: A Case Study of Sawai Sub-District, Prangkhu District, Srisaket Province

Abstract

This research has objectives which are 1) to study the content analysis and law condition implementation for promoting peaceful sub-district of Sawai Sub-district, Prangkhu District, Sri Sa Ket Province, 2) to study principles, concepts, theories in the development of community legal officers in the modern science and Theravada Buddhism, and 3) to present the process in developing community legal officer model for promoting peaceful sub-district of Sawai Sub-district, Prangkhu District, Sri Sa Ket Province. This is a qualitative research with the population and sampling group of the community leaders from Sawai Sub-district.

           ​   The research results revealed that

​          1) There were problems in the law implementation in Sawai Sub-district. It was found that there was a conflict issue law, an informal debt with the illegal interest charges, the tile deeds registered for mortgage as a bank loan security, outlaw lands, testament, issue on cow and buffalo. ​2) The concept of community legal officers in the modern science should have community justice and leaders in  reconciling the disputes with mercy, forgiveness, unprejudice, with compassion and harmony for peace. In the Buddhist concept, there should be Phra Vinayathorn to settle any disputes and to preserve the Vinaya. 3) The process in building a community legal officer for promoting a peaceful sub-district of Sawai Sub-district were preparation stage, training stage, evaluation stage, dispute reconciliation stage. An ideal community legal officer should have body of knowledge, positive attitude, skills, networking and also should be a volunteer, reconciliator, mediator, and lawyer who works with mindfulness, tolerance, and peace.
