Conflict management in the Issuance of land title documents of the Department of Lands in the national reserved forests

Abstract
The objectives of this research were to study: (1) The issuance ofland title documents, which causes overlapping of land in the national reserved forest. (2)
Elements of conflict between the government and the people in the issuance of land title documents. (3) Remedies and suggestions for the issuance of land title documents of the Department of Lands.
Findings of this research were: (1) Government policy on issuance of land title documents will conflict with the previous government. (2) Lack of public par- ticipation in the dissemination of the objections. (3) There has been a technical conflict in the issuance of land title documents. (4) There is no accurate manage- ment of land information to the public. (5) There has been a corruption in the process of issuance of land title documents for politicians, civil servants and in- fluential groups.
Recommendations were as follows: (1) The government must review the government's past issuance of land title policy before announcing its current government policy. (2) The land issue is a structural problem, which is an urgent issue that needs to be resolved by the government, so there should be more publicity and coordination should the government use peaceful compromise. (3) The state should adopt a new state management approach for issuing land title documents. (4) Establish a strong public sector monitoring system that is ready to go along with the government.
