Development of Administrative Model for Short Course Training Integrated with Occupation by Using Total Quality Management (TQM)

Abstract

The research article consisted of the following objectives: 1) to investigate the needs for the development of administrative model for short-term vocational course training integrated with occupation by using total quality management (TQM); and 2) to develop and evaluate the administrative model for short-term vocational course training. A sample group consisted of 81 school administrators and 162 school lecturers from Polytechnic College, College of Agriculture, and Technology and Fisheries College. The propriety of a model was assessed through focus group discussion. The obtained data were analyzed by using percentage, mean, and standard deviation. The need assessment was analyzed by Modified Priority Needs Index (PNImodified). 


From the study, the following results are found: 1) Administrators have needs to develop knowledge and skills in management. The training is overall at a high level with the needs being prioritized according to PNImodified from high to low as follows: course design (0.89), course implementation (0.78), evaluation (0.55), a study of needs (0.36), and follow-up (0.34). Lecturers have needs at a high level with the needs being prioritized according to PNImodified from high to low as follows: course design (1.46), course implementation (1.17), a study of needs (0.84), evaluation (0.82), and follow-up (0.73); and 2) From evaluating the administrative model for short-term vocational course training, it is revealed to be overall of high propriety, with utilization having the highest level, followed by concepts or principles of a model, and lastly, components and sub-components.
