การพัฒนารูปแบบบริหารการฝึกอบรมหลักสูตรวิชาชีพระยะสั้น แบบบูรณาการกับงานอาชีพโดยใช้ หลักการบริหารคุณภาพโดยรวม (TQM)

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาความต้องการจำเป็นของการพัฒนารูปแบบบริหารการฝึกอบรมหลักสูตรวิชาชีพระยะสั้นแบบบูรณาการกับงานอาชีพโดยใช้หลักการบริหารคุณภาพโดยรวม (TQM) และ 2) พัฒนาและประเมินรูปแบบบริหารการฝึกอบรม หลักสูตรวิชาชีพระยะสั้น กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 81 คน และวิทยากรของสถานศึกษา จำนวน 162 คน จากวิทยาลัยสารพัดช่าง วิทยาลัยเกษตรและเทคโนโลยีและ วิทยาลัยประมง การประเมินความเหมาะสมของรูปแบบโดยการสนทนากลุ่ม การวิเคราะห์ข้อมูล โดยใช้ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความต้องการจำเป็น โดยใช้วิธี Modified Priority Needs Index (PNImodified)
ผลการวิจัยพบว่า 1) ผู้บริหารมีความต้องการในการพัฒนาความรู้และทักษะบริหาร การฝึกอบรม ในภาพรวมอยู่ในระดับมาก โดยนำมาจัดลำดับความสำคัญของความต้องการจำเป็น ตามค่า PNIModified จากมากไปหาน้อย ดังนี้ การออกแบบหลักสูตร (0.89) การนำหลักสูตรไปใช้จริง (0.78) การประเมินผล (0.55) การศึกษาความต้องการจำเป็น (0.36) และการติดตามผล (0.34) ส่วนวิทยากรมีความต้องการในภาพรวมอยู่ในระดับมาก นำมาจัดลำดับความสำคัญ ของความต้องการจำเป็นตามค่า PNIModified จากมากไปหาน้อย ดังนี้ การออกแบบหลักสูตร (1.46) การนำหลักสูตรไปใช้จริง (1.17) การศึกษาความต้องการจำเป็น (0.84) การประเมินผล (0.82) และการติดตามผล (0.73 2) การประเมินรูปแบบบริหารการฝึกอบรมหลักสูตรวิชาชีพ ระยะสั้น พบว่า มีความเหมาะสมโดยรวมอยู่ในระดับมากที่สุดซึ่งในด้านการนำรูปแบบฯไปใช้ มีความเหมาะสมมากที่สุด รองลงมา คือ ด้านแนวคิดหรือหลักการของรูปแบบฯ และด้านองค์ประกอบหลักและองค์ประกอบย่อย
