A MODEL OF DEVELOPMENT INNOVATIVE LEADERSHIP FOR SCHOOL ADMINISTRATORS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE IN THE NORTHEAST THAILAND

Abstract
The objectives of this research were: 1) To develop an innovative leadership development model for school administrators under the Secondary Educational Service Area Offices in Northeastern Thailand, and 2) To evaluate the developed model. Utilizing a research and development methodology, the key informants were divided into two groups selected through purposive sampling: 7 experts for structured interviews to develop the model, and 11 experts who participated in the connoisseurship seminar and model evaluation. These participants possessed extensive expertise and experience in educational administration, leadership, educational innovation, or model development. The research instruments included a structured interview form, a connoisseurship seminar guideline, and a model evaluation form. All instruments were validated for content validity by 5 experts, yielding an Item-Objective Congruence (IOC) index of 1.00. Data were analyzed using content analysis, mean and standard deviation. The research findings revealed that: 1) The innovative leadership development model for school administrators, entitled the “I-LEAD 70:20:10 Model” (Innovative Leadership Development Model), was developed through the integration of innovative leadership concepts and the 70:20:10 learning approach. This model aims to enhance 6 dimensions of innovative leadership, namely amely: innovative vision, innovative teamwork, innovative creative thinking, innovative risk-taking, innovative use of digital technology, and innovative organizational climate. The model consists of 5 major components: rationale and principles, objectives, structure and implementation process, assessment and evaluation, and conditions for success; and 2) The evaluation results by the experts indicated that the model was rated at the highest level in terms of appropriateness ( = 4.87, S.D. = 0.24), and its feasibility was also rated at the highest level (
= 4.82, S.D. = 0.26).
