The objectives of this research are study the guideline of role adjustment for Marine Department and Ship’s Owner to enhance maritime safety of Thai flag vessel. Autonomy Methodology used data collection from two parts. 1st part is secondary data by Documentary Research and 2nd part is primary data, data collection by Delphi Technique with official surveyor of Marine Department number 10 persons and manager of Thai flag vessel ship’s owner company number 10 persons (1 person/company)
Results showed that:
- Understanding of international regulation enforcement found out that 1) Official surveyor of Marine Department are good level, 2) Manager of Thai flag vessel ship’s owner company are good level, 3) Ship’s crew working onboard that Thai flag vessel are fair level only.
- Factor of maritime safety management components 1) detention statistics 2) Age of ship 3) Type of Ship, and 4) Ship’s owner
- The guideline of role adjustment to enhance maritime safety of Thai flag vessel for 1) Marine Department should role adjustment from Inspector to Consultant and Reorganization, and 2) Ship’s Owner must adjust attitude to “Safety is Unavoidable” and role additional to Trainer of Ship’s crew in policy of the company.
