THE STRATEGIES FOR SCHOOL ADMINISTRATION BY APPLYING THE CONCEPTS OF PROFESSIONAL ADMINISTRATOR UNDER THE OFFICE OF SECONDARY EDUCATIONAL SERVICE AREA 25

Abstract

          This research aimed to study current situation and the desirable conditions and to create the strategies for school administration by applying the concepts of professional administrator under the Office of Secondary Educational Service Area 25. The sample group used in this research was schools under the Office of Secondary Educational Service Area 25 84 schools The informants consisted of 16 school administrators and 335 teachers with the total number of 351 people. The sample size was determined by R.V. Krejcie & D.W. Morgan (1970) by using stratified random sampling method. The research instruments were 5-level rating scale questionnaire with value of Index of Item–Objective Congruence (IOC) between 0.80-1.00 and reliability at 0.98. The statistics used for data analysis comprised mean, standard deviation and reliability.

          The research results were found that:

1. The current situation of school administration by applying the concept of professional administrator under the Office of Secondary Education Area 25, in overall, was rated at a moderate level The desirable conditions of school administration by applying the concept of professional administrator under the Office of Educational Service Area 25, in overall, were found at the highest level, when considered in each aspect, it was found that the most desirable condition was personnel administration by applying the concepts of professional administrator with the highest level


2. The strategies for school administration by applying the concepts of professional administrator under the Office of Secondary Educational Service Area 25 were as follows: Goals: Developing learners to be qualified according to the objectives of national education management consisted of 4 major strategies : The 1^st major strategy: Reforming academic administration by applying the concepts of professional administrator consisted of goals focused on developing learners to be qualified according to the objectives of national education management. The 2^nd major strategy: Reforming budget administration by applying the concepts of professional administrator consisted of goals on result-based budget administration, decentralization, independence, flexibility, transparency, auditability, efficiency and effectiveness.The 3^rd major strategy: Reforming personnel administration by applying the concept of professional administrator consisted of goals on security, career advancement and law flexibility. The 4^th major strategy: Enhancing general administration by applying the concept on characteristics of professional administrator consisted of goals on implementation of standards on quality.
