Abstract

Background and Aims: Early childhood development is widely recognized as a fundamental foundation for national human capital development, as the early years of life represent a critical period of rapid growth across physical, emotional, psychological, social, and cognitive domains. When children receive appropriate care, stimulation, and developmental support during this stage, they are more likely to grow into high-quality, productive members of society. The objectives of this study are twofold: (1) to examine the origins and developmental processes of administrative innovation in early childhood development centers under Talat Khae Subdistrict Municipality, Non Sung District, Nakhon Ratchasima Province; and (2) to investigate the factors influencing the process through which administrative innovation in early childhood development centers emerges within Talat Khae Subdistrict Municipality, Non Sung District, Nakhon Ratchasima Province.

Methodology: A qualitative research design was employed. Data were collected through in-depth interviews with 50 key informants, comprising three groups: municipal executives, operational personnel, and parents of children enrolled in the Center or local residents directly involved with its operations. Data were analyzed using an inductive approach based on empirical evidence.

Results: (1) The origins and development of administrative innovations in the Early Childhood Development Center stemmed from the need to adapt to rapid social and technological changes, as well as rising parental expectations for holistic child development. These dynamics prompted the adoption of a new administrative model tailored to the local context, emphasizing improved learning environments, enhanced teacher competencies, and strengthened community participation. As a result, the Center evolved into a genuine community learning hub. Key innovations included participatory management, the integration of digital technologies to enhance administrative efficiency, the incorporation of local wisdom into learning activities, and the establishment of multi-sectoral collaborative networks. These innovations collectively enhanced the Center’s capacity to support early childhood development holistically. (2) Factors influencing the emergence of innovation included transformational leadership, an open and supportive organizational culture, personnel knowledge and competencies, social capital, active community participation, and external institutional support. These conditions were found to be essential enablers of effective and sustainable innovation-based administration.

Conclusion: The administrative innovations developed by the Early Childhood Development Center of Taladkae Subdistrict Municipality were driven by the need to respond to societal change and parental expectations. Through participatory processes, the adoption of digital technologies, and the integration of local cultural knowledge, the Center successfully developed a management model aligned with its local context. Key enabling factors leadership, organizational culture, personnel capacity, social capital, community participation, and external support collectively contributed to the effectiveness and sustainability of innovation-driven administration.
