Public Policy Implementation Strategies Affecting The Effectiveness of Subdistrict Administrative Organization in Nong Khai Province

Abstract

The objectives of the research were 1) to study the effectiveness of policy implementation develop sub-districts 2) to analyze the performance and success factors that affect the effectiveness, and 3) Proposing the effectiveness of sub-district administrative organizations in Nong Khai Province. The research used a mixed research method, quantitative research method collected data by questionnaire from the sample group 400 people in Nong Khai using the Taro Yamane sample group formula. The statistics used mean, standard deviation and multiple regression analysis.  The qualitative research method used interviews 12 people in Nong Khai Province.

The research found that: 1) The mean and standard deviation of the organization's performance opinions in 8 aspects and factors affecting success in 7 aspects, totaling 15 aspects, were at a high level overall. (= 3.85, S.D. = 0.518). When considering each aspect from the highest to the lowest level, it was found that the location aspect, budget, economics, social and political conditions, organizational structure, personnel, materials/equipment/tools, Resources at a high level, the cooperation of the practitioners, policies, assignment, management, environment, coordination, planning and control and inspection and evaluation at a middle level, respectively. 2) the overall success factors(Y) were budget variables(X3), economic, social and political conditions(X6), resources(X7), policy(X9), and management(X11) with regression coefficients of 0.402, 0.512, 0.431, 0.622 and 0.355, respectively, and the prediction coefficient (R2) was 0.83, able to predict the results at 83%. And 3) Recommendations concluded the management should monitor and evaluate the efficiency and effectiveness of resource utilization. them should invite experts from various departments to be a committee for evaluating performance, should provide concrete indicators and continuous evaluation, should have experts in network-based evaluation and planning to support governance, and should collect qualitative data. They may ask for help from experts from the education sector to complete the satisfaction survey in all dimensions.
