การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพที่ปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นการบริหารตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 และ 2) ศึกษา แนวทางการพัฒนาการบริหารตามหลักธรรมภิบาลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 การดำเนินการวิจัยแบ่งเป็น 2 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นการบริหารตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 341 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม มีค่าอำนาจจำแนกอยู่ระหว่าง 0.25 - 0.89 และมีค่าความเชื่อมั่น 0.90 สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 ศึกษาแนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา กลุ่มเป้าหมาย คือ สถานศึกษาที่มีการปฏิบัติที่เป็นเลิศ จำนวน 3 แห่ง และผู้ทรงคุณวุฒิ จำนวน 7 คน เพื่อประเมินแนวทาง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้วิธีการวิเคราะห์เนื้อหา และแบบประเมิน วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า
- 1. สภาพปัจจุบันโดยรวมมีค่าเฉลี่ยอยู่ในระดับมาก สภาพที่พึงประสงค์โดยรวมมีค่าเฉลี่ยอยู่ในระดับมากที่สุด ส่วนความต้องการจำเป็นเรียงตามลำดับดังนี้ 1) หลักความรับผิดชอบ 2) หลักความคุ้มค่า 3) หลักนิติธรรม 4) หลักความโปร่งใส 5) หลักการมีส่วนร่วม และ 6) หลักคุณธรรม
- แนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ประกอบด้วย 1) หลักการและเหตุผล 2) วัตถุประสงค์ 3) เนื้อหา 4) กระบวนการพัฒนา และ 5) การวัดและประเมินผล และมีผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางโดยรวมอยู่ในระดับมากที่สุด
