Guidelines for Water Resource Management at Huaisatod Reservoir by The Civil Society in Khumbong Sub-District, Huaiphung District, Kalasin Province

Abstract

The objectives of this research were (1) to study the situation in water resource management at Huaisatod Reservoir; (2) to analyze the potential of water management in Huaisatod Reservoir; and (3) to find guidelines for water resource management of Huaisatod Reservoir. In-Depth Interview and Focus Group Discussion were used to collect data. The Interview and group discussion. The key informants in this research were a group of 1 government employees. The committee of the Huaisatod Reservoir Water Use Management group consisted of 15 people and 10 people who use water in Khambong Sub-District. The research results were as follow:

  1. Regarding the situation of water resource management in Huaisatod Reservoir, it was found that Water Use Management Committee reported managing the water of the Huaisatod Reservoir by setting the rules and regulations of the group in order to empower to control the members. The use of water resources is worth for investment and the use of water can be controlled appropriately and fairly. There is a plan before management at every step; The water sources have been maintained, repaired and improved continually. This makes the group strong and they can manage, develop careers, have more income, have enough to live on and conserve water and environment.
  2. In terms of potential analysis of water resource management in Huaisatod Reservoir, Huaisatod Reservoir, lead to manage water resource management effectively. The strength of water resource management is based on a strong committee and they are able to supply water according to the plan and public participation. The weaknesses found are insufficient budget and lack of support from the government or private agencies. Further, people who use water who do not understand how to use water appropriately. The opportunity found is the current government's focus on procuring, developing, conserving and rehabilitating water resources. The other government projects such as canal maintenance and seasonal rain. The obstacles namely natural disasters, illegal opening and closing the sluice gate, and increasing demand for water use.
  3. Regarding the guidelines for water resource management of Huaisatod Reservoir, the Committee of Huaisatod Reservoir Water Utilization Management committee and people who use water have jointly established guidelines for water resource management as follows: (1) joining and developing irrigation water sources to have potential for efficient water storage and release; (2) joining and managing water resources to be sufficient thoroughly and fairly; (3) joining plan for an integrated water use to store water in the dry season; (4) finding more channels for educating in terms of water consumption; (5) finding more channels for budgets; and (6) promoting use of new innovations and bringing technology to help manage water resources.
