Development of digital competency components and indicators of human resources practitioners in local government organizations

Local government organization at present, it is found that less digital technology has been used in human resource management. There are some problems and obstacles facing digital technology operations, especially in the field of digital applications in human resource management. Due to the lack of knowledge and expertise of human resources personnel or human resource personnel. And lack of digital capabilities in performance including unable to resolve problems that arise in the work. The research is therefore interested in conducting a study in order to use the aforementioned research results as a guideline for local government organizations to know the digital competencies of human resource personnel that are necessary for effective work performance and to use the research results as a guideline for the development of digital competencies for human resources personnel in local government organizations in the future. The purposes of this research were: 1) To identify digital competency components and indicators of human resources personnel in local government organizations 2) To develop digital competency components and indicators of human resources personnel in local government organizations. Research is mixed method using Delphi technique with 20 human resource management experts. Tools used were a structured-interview and the closed-ended questionnaire in the estimation scale model. The statistics used were the median, mean, mode, the absolute value of the difference between the mode and the median (MO-MD), the quartile and Interquartile. The research results were found that:
- The digital competency components and indicators of human resources in local government organizations consisted of 1) Knowledge in digital 18 issues 2) Digital skills (Skill) 28 issues 3) Digital attributes (Attributes) 20 issues.
- Development of digital competency components and indicators of human resources personnel in local government organizations, consisted of 1) Knowledge in digital 16 competencies 2) Digital skills (Skill) 20 competencies 3) Digital attributes (Attributes) 17 competencies. All competencies had a median (MD.) of not less than 3.50, the absolute value of the difference between the mode and median (MO - MD) was not more than 1, the quartile range (Q3 - Q1)/2 was not more than 1.5 for all competencies.
