Abstract

The model of government performance evaluation is the standard tools for quality works. The problems of the evaluation model of employees within the organization is focus on the mission for the organization’s goals but disregard the duty of performer’s responsibility which cause a gap between the organization’s goals and employees. At the same time, the evaluation model is determined from the bottom up to mainly make the focusing point for develop working systems and quality of work but sometimes it may not be relevant with the organization's strategy. Creating evaluation model from the indicators and target using integrated processes between communicate target mission to operation plan, sorting according to the work plan, the expectations of the service recipients. These three parts are the factors that will create the most effective evaluation performance model and the highest efficient.
