An Appropriate Institutionalization and Model in the Existence of the Sub-district Chief and Village Headman in Attitude of Key Personnel of Ubon Ratchathani’s Sub-district Municipality

Abstract

The research aimed to study the attitude of the key personnel of Ubon Ratchathani’s Sub-district Municipality concerning the institutionalization and suitability of the existence of the sub-district chief and village headman. The samples used in the present research were 101 Mayor, Municipal Clerk and Chairman of the Municipal Council of 51 Sub-district Municipality in Ubon Ratchathani province. The research instrument was a questionnaire. Statistics used in data analysis were percentage, mean and standard deviation. The research findings were as follows. Considering the opinions on the discharge of duties by the sub-district chief and village headman, government and law and order, official public relation, professional promotion coordinator, disputes compromising and to be the witness of the land surveying a majority of the subjects viewed that the subdistrict chief and village headman were necessary. For the suitable model of acquisition of the positions, to the majority of the respondents, there should be a specification of qualifications of the candidates, for example, they should have at least senior high school level. The respondents viewed that the position of the sub-district chief should not be restricted to only the village headman. They also viewed that the village headman should not be in a position until they were 60 years. They agreed in that the village headman should be in the position for a four-year term, and not more than two consecutive terms. The evaluation from the public and educational promotion for the sub-district chief and village headman was required. Considering the roles and duties of the sub-district chief and village headman as currently implemented, the respondents viewed that the sub-district chief and village headman had performed quite not well and they lacked understanding of their roles and duties. However, they were still essential to the communities. Concerning the role necessary for them in the future, there should have the potential development : both roles and functions. Furthermore, the respondents held that in the future, the sub-district chief and village headman should be abolished because their missions and functions were overlapped with the local administrative organizations missions and functions.
