Model for Developing the Effectiveness Operation According to Good Governance of Local Government in Mahasarakham Province

This research aimed (1) to study factors effect to the effectiveness operation according to Good Governance, (2) to establish the model for developing the effectiveness operation according to Good Governance, and (3) to confirm the model for developing the effectiveness operation according to Good Governance of Local Government in Mahasarakham province. The first phase; to study factors effect to the effectiveness operation, the sample was 400 voter citizens living in Mahasarakham province. The instrument was questionnaire. Statistics were frequency, mean, standard deviation, Pearson product moment correlation and multiple regression analysis. The second phase; to establish the model for developing the effectiveness operation, the targets population was 20 experts for criticizing and confirming the model. The third phase to find the developing approach of effectiveness operation by 10 experts with brain storming. The research results found that; 1. The factors effect to the effectiveness operation according to Good Governance as overall and all aspect were at moderate level, ranking mean from highest to lowest were; people’s participation, organization culture, executives’ leadership and personnel competency respectively. 2. The factors effect to the effectiveness operation according to Good Governance of Local Government in Mahasarakham province by statistical significant at 0.05 levels were; people’s participation, organization culture, executives’ leadership and personnel competency with multiple correlation coefficients (R) at 0.728, forecast coefficient (R2) at 0.778, power of forecasting at 77.80% and forecasted standard equation was Z = 0.480Z4 + 0.413Z1 + 0.288Z3 + 0.170Z2 3. The model for developing the effectiveness operation according to Good Governance of Local Government in Mahasarakham province were; support participation of people in all sectors, promote value, adherence and understanding of organizational culture, encourage executives to show their leadership according to organization's regulations, and support the working according to condition of performance in organization as sustainable manner.
