Application of the Analytic Hierarchy Process (AHP) to Study Site Selection Factors for an Inland Container Depot (ICD) in the Land Bridge Project

This study aimed to investigate the relative importance of factors influencing the selection of an appropriate strategic location and to compare the weights of the factors used to select an Inland Container Depot (ICD) location for the Landbridge project, applying the Analytic Hierarchy Process (AHP) as the main analytical tool. The research process began with a review of relevant literature and theories to identify four main criteria and twelve sub-criteria. Data were collected through questionnaires administered to six experts purposively selected from both the public and private sectors in the fields of urban planning, transportation, and logistics. The geometric mean method was used to synthesize expert opinions into a consensus, and logical consistency was examined using the Consistency Ratio (C.R.), which was required to meet the acceptable threshold of C.R. ≤ 0.10.
The findings revealed that the most important criterion was Infrastructure and Connectivity (32.5%), followed by Logistics Operations (27.1%), Environmental and Social Factors (24.9%), and Cost and Economic Factors (15.4%). Regarding the sub-criteria, the three highest-ranked factors were Rail Accessibility (21.3%), Turnaround Time (18.0%), and Urban Planning and Legal Constraints (11.3%). The results indicate that ICD location selection for the Landbridge project should prioritize seamless connectivity between land and maritime transport, particularly rail systems, to enhance competitiveness and support multimodal transport in line with the national strategic development plan.
