Human resource management to support personnel engagement in a government regulatory organization in Bangkok

The purposes of this research were 1) to examine the human resource management practices of an agency under government supervision in areas such as recruitment and selection, training and development, labor relations, compensation management, and performance management; 2) to study the employee organizational commitment within the government-supervised agency in terms of continuance commitment, normative commitment, and affective commitment; and 3) to investigate the relationship between human resource management and employee organizational commitment within the government-supervised agency. The sample group for this study consisted of 355 employees by stratified random sampling. The research utilized a questionnaire with a reliability coefficient of 0.93. Statistical analyses included frequency distribution, percentages, means, standard deviations, and Pearson's correlation.
The research findings indicated that (1) the overall human resource management practices of the government-supervised agency in Bangkok were rated as high, with high scores in all aspects, including recruitment and selection, training and development, labor relations, compensation management, and performance management; (2) employee organizational commitment, as a whole, was also at a high level, with high scores in all dimensions, including continuance commitment, normative commitment, and affective commitment; and (3) there was a significant positive relationship (r=0.738) between human resource management and employee organizational commitment within the government-supervised agency in Bangkok, with statistical significance at the 0.01 level.
