Fulfillment of Administrative Duties in The Public Services, of Personnel in the Local Government Organization, of Mueang Pathum Thani District, Pathum Thani Province.

Abstract

This research study aims 1) to study the cognition of the implementation of administrative roles and duties for the provision of public services among personnel in local administrative organizations in Mueang Pathum Thani District, Pathum Thani Province 2) to investigate the factors affecting the level of opinion about the role of the government in the provision of public services among personnel in local administrative organizations in the area of ​​Mueang Pathum Thani District, Pathum Thani Province, and 3) to present guidelines for developing the implementation of administrative roles and duties in the provision of public services among personnel in local administrative organizations in ​​Mueang Pathum Thani District, Pathum Thani Province. The study examined the provision of public services in four aspects: 1) the issuing of rules/ regulations 2) the issuing of administrative orders  3) the making of administrative contracts, and 4) the administrative practices which were Mixed Methods Research (MMR). The quantitative research used 3 population groups: 1) local administrators  2) local council members  and 3) local government officials and employees, using a stratified random sample which calculated a total sample of 248 people. As for the qualitative research, 6 people were selected by a specific sampling as key informants for an in-depth interview. The results of the research were summarized as follows.

The results of the research were as follows

1. Cognition in the fulfil of administrative services for the preparation of personnel in the local administrative organization in Mueang Pathum Thani area Pathum Thani Province found that the overall level was very low, and then classified by aspects, it was found that the aspect of issuing rules/regulations had the highest average, followed by administrative orders and administrative contracts. The aspect with the least mean is in terms of administrative practices, respectively

Factors affecting the opinion level regarding the roles and duties of the administration in the provision of public services of personnel in the local administrative organization in Mueang Pathum Thani District, Pathum Thani Province revealed that the overall were at a moderate level, the categorized by aspect, it was found that the issuing of administrative orders had the highest average, followed by administrative contracts and administrative practices, while the aspect with the least mean is the issuing of rules/regulations , respectively.
