The Acquisition of the Chairman of the Board of University Operation Promotion under Rajabhat University Act, B.E. 2547

Abstract

The research aimed to 1) study the concepts and principles of the acquisition of the chairman of the board of university operation promotion due to the university regulation enactment under Rajabhat University Act, B.E. 2547 2) investigate the legal problems of the acquisition of this Act, B.E. 2547 3) find out the appropriate ways to revise and regularize these legal problems of the acquisition of this position due to the university regulation enactment under Rajabhat University Act, B.E. 2547. This qualitative research included the documentary research collecting and compiling data from texts, related researches, previous thesis, court judgements, Council of State opinions, National Anticorruption Commission Opinions, the Rajabhat University Act, BE. 2547, Teacher Civil Service and Educational Personnel Act, B.E. 2547. The findings revealed that 1. The Rajabhat University Act. B.E. 2547, Section 16 (2) regulates that one of the university council members must be from the chairman of the board of university operation promotion and Section 25 defines that the acquisition and the term of office of the chairman of the board of university operation promotion depends on the regulations of the university. This absolutely causes the problems because each Rajabhat University has its own and different regulation of the acquisition and the terms of office of the position mentioned above. 2. The acquisition of the chairman of the board of university operation promotion lacked of good governance, and without the cooperation of the stakeholders. These would cause many problems in the future. 3. The university council enacted the university regulations without correct proof and legalization.
