This article is written under the objective to present the ideas for proper port policy which coincides to the current government policy aiming to promote the private participation in the public services in order to increase service provision efficiency and reduce the financial burden to the government budget, and, at the same time, to raise the involvement from the local government unit. The ideas presented in this article are not only in the form of academic but also in the form of practical case studies on port policy in other countries in the Asia region which have the similar government administrative system and culture to Thailand in order to be basis for initiating the right, proper and fair port policy which benefits the whole country and does not create too much budget burden to the government.
