FACTORS OF THE READINESS OF LOCAL GOVERNMENT ORGANIZATION AND PEOPLE LEADING TO ASEAN COMMUNITY IN 2015: CASE STUDY OF THE REGION OF NAKHONSAWAN PROVINCIAL ADMINISTRATIVE ORGANIZATION

Abstract

Objectives of this research was to investigate factors affecting the readiness of the Local Administrative Organization (LAO) and people for entering into ASEAN Community in the year of 2015, in case of the region of Nakhonsawan Provincial Administrative Organization (NPAO).

          Methodology was quantitative research, Data from both sets of questionnaires: 100 Practitioners (90.10% of sampling) in the NPAO and 384 Nakhonsawan citizens (100% of sampling) were employed and analyzed by frequency, percentage, means, standard deviation, independent  sample t-test,
one-sample t-test, and factor analysis.

          Findings were as follows:  1) Overall, a readiness of the leading to ASEAN Community in the year of 2015 was at the low level when comparing with established criteria (P<.05). Also, as a whole of each aspect toward readiness, all were the same as low level; 2) As comparing viewpoints of Practitioners in the NPAO and people, no significantly differences at the .05 level were found in 4 aspects: Knowledge/understanding; Techno/data/ information; Participation; and Attitudes toward leading to ASEAN community. Moreover, it was revealed that practitioners in the NPAO had viewpoint higher than people in term of Language skills (P<.05); and
3) Readiness of leading to ASEAN factors, there were 6 from 41 as crucial aspects: 6 crucial issues for Identify and Security, 6 crucial issues for Cooperation, 7 crucial issues for Communication, 8 crucial issues for Basic ASEAN Knowledge, 7 crucial issues for ASEAN Language, and 5 crucial issues for ASEAN Policy. These all 6 aspects could explain the variance at 60.25 percent and at the .05 level of significance.
