DRIVING MECHANISM FOR OPERATIONAL POTENTIAL AND CAPACITYDEVELOPMENT OF PHRAVINAYATIKARN, MONK POLICE IN AYUTHAYA PROVINCE

Objectives of this research were to: 1. Study the general working condition of Phrawinayathikarn, monk police in Ayutthaya Province, 2. Study the factors affecting Phrawinayathikarn. Monk Police, Potentialsdevelopment driving mechanism in Ayutthaya and 3. Propose Driving Mechanism for Operational Potential and Capacity Development of Phravinayatikarn, Monk Police in Ayuthaya Province Methodology was the mixed methods: The qualitative research collected data from 18 key informants, purposefully selected from experts with in-depth-interview script by face-to-face in-depth-interviewing, analyzed data by descriptive interpretation. Then the finding was conceptualized as a model and submitted to 12 participants for focus group discussion.The quantitative research collected data with questionnaires from 181 samples who were Phravinayatikarn, monk police, by stratified sampling technique, analyzed data by frequency, percentile, mean, standard deviation and correlation coefficient. Findings were as follows: 1. The general working condition of Phrawinayathikarn, monk police, in Ayuthaya Province were that the Provincial Chief Administrative monk who is Phravinayatikarn, take care and pay attention to welfares of Phravinayatikarn,. He appointed all Sub-District Chief Administrative monks the Phravinayatikarn to look after orderliness in their constituencies, and holding regular meeting every month. Problems and obstacles were lacking of supporting budget for Phranvinayatikarn operation such as the expenses for transportation and coordination with other related agencies. 2. The factors affecting Driving Mechanism for Operational Potential and Capacity Development of Phravinayatikarn, Monk Police in Ayuthaya Province were that Phrawinayathikarn’ operational potentials and capacity in Ayutthaya were at middle level ( = 3.44 , S.D. = 0.547) , Each aspects: working procedure that had the highest mean were working potentials for working and basic characteristics and working factors respectively. The results of hypothesis test were found that the factors comparison that affected working condition, basic characteristics and potentials capacity and working by Phrawinayathikarn in Ayutthaya withPearson's correlation coefficient were at Significant Level at 0.000 that was less than 0.005 then the factors that effected basic characteristics and potentials capacity were related. 3. Driving Mechanism for Operational Potential and Capacity Development of Phravinayatikarn, Monk Police in Ayuthaya Province Consisted of 5 types of mechanism as follows ; 1. Systemize data base in the department. 2. Set potentials and capacity development plan 3. Development for potentials and capacity 4. Consulting and 5. Evaluation.
