Abstract

     The participatory government is to open the opportunity the people or stakeholder participate the administrational decision indirectly or directly, it may be several level or method, difficult or use long times depend on public’s desire. The citizens’ participation is so sensitive issue, it is need to develop a better understanding such as the correctly information, the hearing, listening, the opportunity including to develop the skills of the civil servants. However, in terms of theory, the sense of belonging is positively correlated with the need to participate in various activities of state increasingly. But, the participatory government may not be to create a sense of belonging to the public administration in very intensive. Therefore, the concepts should be more completely was “The management partnership” because the people certainly are stakeholders in the public administration really.
