Guidelines for Human Capital Development to Increase Work Efficiency of Employees in Amata City Industrial Estate, Chonburi Province

Abstract
This research article aimed to propose guidelines for human capital development to enhance the work performance of employees in Amata City Industrial Estate, Chonburi Province. A qualitative research approach was employed. The key informants were divided into three groups. Group 1 consisted of 3 government policy makers: (1) a representative of the Secretary-General of the National Economic and Social Development Council (NESDC); (2) a representative of the Director-General of the Department of Skill Development, Ministry of Labour; and (3) a representative of the Director of the Digital Economy Promotion Agency. Group 2 consisted of 4 private-sector executives from the food processing industry. Group 3 consisted of 3 experts from the academic and professional sectors, resulting in a total of 10 key informants. The research instrument was a semi-structured interview protocol, and the data were analyzed using content analysis.
The findings revealed that the guidelines for human capital development to enhance employees’ work performance in Amata City Industrial Estate, Chonburi Province comprised four main components. The first was proactive personnel development, focusing on training and developing both technical and social skills while fostering a culture of lifelong learning. The second was creating an environment that promotes employee satisfaction and performance by designing challenging jobs, providing opportunities for creativity, and continuously improving the work environment. The third was improving personnel management systems by linking performance evaluations to individual development plans and reviewing compensation and benefits to ensure competitiveness. The fourth was strengthening integrated collaboration through partnerships with educational institutions to develop curricula that meet industry needs. It also involved leveraging government policies to promote sustainable workforce skills development.
