Management of Migrant Workers from Myanmar, Laos, Cambodia in the Industrial Sector in Samut Prakan Province

Abstract

This research article aims to propose guidelines for developing the management of foreign workers from Myanmar, Laos, and Cambodia in the industrial sector in Samut Prakan Province. This study employed a qualitative research, in-depth interviews were conducted with 5 key informants comprising the Governor of Samut Prakan Province, Director-General of the Department of Employment, Director of Samut Prakan Provincial Employment Office, Director of Samut Prakan Immigration Office, and Samut Prakan Provincial Labor Office. Focus group discussions were also conducted with 30 stakeholders including personnel from the Ministry of Labor, Department of Employment, provincial administration, communities, employment agencies, establishments or employers involved in foreign worker employment, community residents or those affected, academics, and experts. Results were analyzed through content analysis.

The research findings revealed that the guidelines for developing the management of migrant workers from Myanmar, Laos, and Cambodia in the industrial factory sector of Samut Prakan Province include: 1) emphasizing integrated cooperation from all sectors, including government agencies, the private sector, and factory operators, to create a comprehensive and efficient management system; 2) controlling and monitoring workers' status to ensure legal compliance; 3) utilizing technology to develop work permit and registration systems that are convenient, transparent, and easily trackable; 4) developing workers' skills and capabilities through training programs; 5) building mutual understanding between employers and workers; 6) improving welfare and housing; 7) promoting equality in the workplace; 8) preventing and resolving labor shortage problems; 9) addressing illegal employment issues; 10) promoting social activities to foster understanding and peaceful coexistence between migrant workers and local communities; 11) managing migrant worker data accurately and comprehensively; and 12) continuously monitoring and evaluating migrant worker management outcomes.
