Guidelines for Community Wastewater Management to Create a Sustainable Environment: A Case Study of Chiang Mai Municipality, Chiang Mai Province

Abstract
This research article aimed to study guidelines for community wastewater management in Chiang Mai Municipality, Chiang Mai Province. This study utilized a qualitative research methodology. Key informants comprised 7 individuals: The Governor of Chiang Mai Province, the Mayor of Chiang Mai Municipality, the Director-General of the Pollution Control Department, the Chiang Mai Provincial Chief Medical Officer, the Chiang Mai Provincial Education Officer, the Chiang Mai Provincial Industry Officer, and the Director of the Public Health Division of the Chiang Mai Provincial Administrative Organization. Additionally, focus group discussions were conducted with representatives of community leaders from all 97 communities across 4 municipal administrative districts, alongside business representatives, who were divided into 4 groups of 10 people each, for a total of 40 participants. The research instrument was a semi-structured interview form. Data were analyzed using content analysis and thematic analysis by categorizing key issues.
The research findings revealed that guidelines for wastewater management in Chiang Mai Municipality should prioritize maximizing the efficiency of existing infrastructure, expanding wastewater collection coverage to unreached areas, and promoting active roles and public participation in community wastewater management, accompanied by support from the government and relevant agencies. Furthermore, it should involve applying appropriate innovations and technologies, creating proper and accessible public awareness, and strengthening community social structures through management mechanisms and leadership networks. Integrating technology that directly meets community needs and fostering close cooperation between the public and private sectors are also crucial. This comprehensive approach ensures balanced and sustainable wastewater management that enhances the citizens’ quality of life while supporting the development of Chiang Mai as a major tourist destination.
